Chris Dixon, head of a16z crypto, said the proposed CLARITY Act would establish a federal regulatory framework for U.S. crypto exchanges by assigning oversight responsibilities to the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC).
According to Dixon, the legislation would require crypto intermediaries to meet disclosure, anti-fraud, insider trading and audit standards, addressing what he described as the current lack of clear federal rules governing U.S. crypto exchanges.
Citing FTX’s collapse, Dixon said the absence of regulatory safeguards exposed weaknesses in the market, adding that audit requirements and risk controls commonly used in traditional finance could have reduced the likelihood of similar failures. He said the CLARITY Act would provide compliant crypto platforms with a defined regulatory framework under the oversight of the SEC and CFTC.
