Kazakhstan Approves Digital Mining Rules to Build Strategic Crypto Reserve

Kazakhstan has introduced a new regulatory framework for large-scale digital asset miners that grants qualifying operators access to electricity at government-capped prices in exchange for contributing a share of newly mined cryptocurrency to the country’s planned strategic crypto reserve. 

The regulations, adopted on July 18, 2026, set out the eligibility requirements for mining firms designated as strategically important and define the conditions for receiving dedicated power allocations. Under the framework, electricity supplied to approved operators will be billed at a price that cannot exceed the highest tariff charged to electricity producers. 

As a condition for receiving the preferential power supply, participating miners must allocate a portion of the cryptocurrency they produce to Astana Hub. 

Those holdings will be entrusted to a government-owned investment company affiliated with Kazakhstan’s central bank before being transferred into the nation’s strategic reserve of digital assets.

The framework also authorizes the reserve to invest in cryptocurrencies, crypto-linked derivatives, and shares of businesses involved in the development, financing, or investment of digital asset projects. 

The new rules are set to become effective 10 days after they are officially published.
