Russia’s State Duma to Hold Final Readings on Crypto Regulation Bill on July 21

Russia’s State Duma will consider a bill to regulate cryptocurrency activities during its second and third readings on July 21, according to TASS, as lawmakers move to establish a clearer legal framework for the digital asset sector. 

The proposed legislation is designed to formalize cryptocurrency-related operations, strengthen oversight to prevent the illegal use of digital assets, and enable authorized cryptocurrency transactions for international settlements.

The bill would also broaden access to certain digital assets by allowing non-qualified investors to purchase approved liquid cryptocurrencies after passing a mandatory assessment. Such investments would be subject to an annual limit of RUB 300,000 ($3,800) per intermediary.
