
U.S. stablecoin issuers would generally need federal or state authorization beginning Jan. 18, 2027, under proposed Treasury rules designed to implement key provisions of the GENIUS Act.
The proposal also introduces a later deadline for digital asset service providers. Effective July 18, 2028, platforms generally may offer payment stablecoins to U.S. users only if the issuer holds the required license.
The Treasury proposal also addresses access to the U.S. market for stablecoins issued outside the country, outlining when foreign-issued tokens may be offered domestically.
The department opened the proposed rules to public feedback, with comments due within 60 days.
