New SEC Chairman Paul Atkins Pledges Principled Crypto Regulation

0

Newly sworn-in U.S. SEC Chairman Paul Atkins announced that his primary focus will be to provide a rational, coherent, and principled regulatory foundation for digital assets.

The statement was delivered Tuesday at the White House, where President Donald Trump formally introduced Atkins as the new head of the regulatory body.

Atkins emphasized the need to establish a clear structure for digital asset oversight while steering SEC policy away from political influence. The move signals a shift in the agency’s approach to crypto oversight following the retirement of former Chairman Gary Gensler.

The new SEC chair pledged to strengthen the United States’ status as a global hub for secure and transparent crypto activity.

Shift From Enforcement to Framework

Atkins’ appointment comes amid heightened debate about the SEC’s approach to crypto. His stance signals a pivot away from the previous administration’s strategy.

Under Gensler, the SEC focused heavily on enforcement, asserting that existing securities laws were sufficient to regulate digital assets. However, critics argued that the enforcement-led approach stifled innovation.

Atkins, who served as an SEC Commissioner between 2002 and 2008, brings prior regulatory experience and a long-standing involvement with digital assets. Since 2017, he has acted as Co-Chair of Digital Chamber’s Token Alliance, where he focused on transparency and investor protections.

When Trump named Atkins his preferred choice for SEC leadership in December 2024, he highlighted the nominee’s expertise in securities law and the crypto sector.

Industry Reactions to Atkins’ Chairmanship

While several digital asset advocates welcomed the appointment, reactions remained mixed across political lines. Michael Saylor, Executive Chairman of Strategy and a prominent Bitcoin advocate, expressed support for Atkins’ direction, calling the change positive for Bitcoin.

Matt Hougan, Chief Investment Officer at Bitwise, noted market optimism on social media, linking Bitcoin’s rally to shifts in economic and regulatory conditions.

Meanwhile, political leaders offered contrasting responses. Senator Elizabeth Warren, a member of the Senate Banking Committee, voiced concern over Atkins’ past during the 2008 financial crisis.

She pointed to his prior defense of large financial firms and labeled him a Wall Street lobbyist, raising questions about his suitability for investor protection leadership.

Bitcoin ETFs Top $936M Inflows on Tuesday as IBIT Dominates Market

0

U.S.-listed spot Bitcoin ETFs registered a surge in investor activity this week, drawing nearly $1 billion in net inflows on Tuesday alone.

According to data shared by Bloomberg’s senior ETF analyst, Eric Balchunas, this pushed the total weekly inflows to $1.2 billion, signaling renewed institutional interest across multiple funds. The broader pool of assets under management in these products has now reached $103.4 billion.

Notably, this development coincided with a rally in Bitcoin’s price. The asset climbed above $93,000 for the first time since early March, reaching $93,712.

Per Balchunas, ten of the eleven spot Bitcoin ETFs attracted capital this week, indicating wider participation and healthier flow distribution across the board.

IBIT Leads, While Legacy Funds Lag

Among individual funds, BlackRock iShares Bitcoin Trust (IBIT) continues to outpace competitors with year-to-date (YTD) inflows totaling $2.7 billion. In contrast, Ark Invest’s ARKB and Grayscale’s BTC funds posted more modest YTD inflows of $410.41 million and $385.31 million, respectively. Notably, Grayscale’s GBTC has recorded significant outflows this year, with $1.18 billion exiting the fund since January.

Weekly data provides a closer look at recent trends. IBIT led again with $346.6 million in inflows over the last week, followed by ARKB with $269.98 million.

Meanwhile, data from CoinShares added further detail to the investment landscape. Digital asset products overall saw notable activity, with Bitcoin capturing the largest share of flows in the week ending April 22. Short Bitcoin products also saw a seventh consecutive week of outflows, totaling $1.2 million this week and $36 million across seven weeks, representing 40% of their assets under management.

Ethereum Outflows Persist, XRP Defies Broader Trend

In contrast to Bitcoin’s traction, Ethereum-focused investment products continued to struggle. Weekly outflows reached $26.7 million, pushing the eight-week total to $772 million. Despite these declines, Ethereum remains the second-largest asset in terms of YTD inflows, currently standing at $215 million.

XRP investment products, however, registered $37.7 million in inflows last week. This places XRP third in the rankings for YTD inflows, with a total of $214 million. Its performance diverged from the broader altcoin market trend, where other major assets faced continued pressure.

CryptoQuant CEO Identifies Level Bitcoin Must Claim to Confirm It Has Re-entered Bull Territory

Amid the current Bitcoin recovery push, CryptoQuant CEO has identified a level the crypto firstborn must recover to trigger a shift in his stance.

Notably, Bitcoin has made an impressive rebound following nearly two months of bearish movement, prompting renewed discussions around the current market cycle. The flagship crypto rallied this week, gaining 2.71% on Monday, April 21, and soaring by another 6.83% on Tuesday, April 22.

This surge pushed BTC beyond $90,000 for the first time in over a month, peaking at $94,700—a level not seen in seven weeks. Despite a minor 0.43% drop today, Bitcoin has managed to hold above $93,000, reigniting bullish sentiment among several top analysts.

Ki Young Ju’s Previous Commentary

CryptoQuant CEO Ki Young Ju called attention to this recovery, which appears to go against his earlier stance that the Bitcoin bull run is over. Recall that Young Ju made this assertion on March 18 as Bitcoin battled the $83,000 mark.

At the time, he noted that although he previously championed a bullish narrative for two years, the recent trend of fading liquidity, reduced ETF inflows, and large volumes failing to break the $100,000 resistance were signals that the bull run was over.

After his commentary, Bitcoin continued its bearish performance, eventually crashing to $74,000 on April 7, a 10% drop from the $82,000 mark. Although BTC recovered above $82,000 shortly after, it remained range-bound at the lower ends of the $80,000 mark before the recent rally.

Update: Bitcoin Needs to Break $100K

Amid this rally, Ki has shared an update today. He noted that although BTC has risen beyond his earlier projection, he remains unconvinced of a confirmed bull trend unless the price breaks above $100,000. Until then, he plans to continue analyzing on-chain data over the coming weeks to assess whether the current momentum reflects a true cycle reversal.

Notably, he stressed that there are complexities of using cyclical on-chain indicators in a market that often reacts unpredictably to news events, including political developments. According to him, his long-term focus remains on supply and demand patterns, rather than short-term price action.

Other Analysts Remain Bullish on the Bitcoin Recovery

Meanwhile, other analysts have expressed stronger confidence in Bitcoin’s upward trajectory. Market commentator Miles Deutscher highlighted that Bitcoin has not broken its long-term uptrend since 2022, asserting that the asset remains firmly in a bull run.

He pointed out that the previous dip merely retraced to a key support area, which aligned with the “Paradise Money Noodle” indicator, a zone that has consistently acted as a foundation for price rebounds over the past two years.

Veteran trader Peter Brandt, who had previously advised caution even as Bitcoin broke key resistance levels, has also adjusted his stance in light of the latest rally. Brandt now sees the recovery as a potential continuation of the broader bullish trend.

Further, market analytics firm Glassnode reported that April saw strong engagement from first-time Bitcoin buyers. The Relative Strength Index has stayed above 50 this month, briefly reaching 100 the previous week before settling at an elevated level of 80 on April 23.

However, Glassnode also cautioned that Bitcoin still faces resistance ahead. Its Cost Basis Distribution data shows that a substantial number of investors, holding around 392,000 BTC, acquired their holdings near the $97,000 level.

As prices approach this zone, some may choose to exit at break-even, creating potential selling pressure. If Bitcoin breaches this level, it might face minimal resistance on the path to $100,000, which would confirm Ki Young Ju’s change of stance to bullish. Currently, Bitcoin trades for $93,085.

Here’s How Much Shiba Inu You Need to Hold to Make $100K, $500K, or $1M if SHIB Hits $0.0001

While Shiba Inu is trading at $0.00001220 today, there’s optimism that the token could delete another zero this season and reach $0.0001.

Numerous analysts and industry commentators have discussed this possibility, though some project a longer timeline.

Amid these optimistic projections, The Crypto Basic analyzes how Shiba Inu holders can strategically position themselves to earn between $100,000 and $1 million if the token reaches $0.0001.

Tokens to Hold to Make $100K, $500K, or $1M if Shiba Inu Hits $0.0001

Aiming for $100,000 from SHIB at a $0.0001 price wouldn’t require a massive investment today. Specifically, you would need to hold 1 billion SHIB tokens. At today’s price of $0.00001220, acquiring this amount would cost around $12,200.

While this might be a steep amount for some retail investors, the return on investment if SHIB hits $0.0001 would be a 720% gain.

To Make $500K and $1 Million

Those targeting $500,000 from SHIB at the $0.0001 level would need to hold 5 billion SHIB tokens. At today’s price, that would cost approximately $61,000, representing a more substantial initial capital requirement.

Aspiring SHIB millionaires would need a portfolio of 10 billion SHIB tokens, costing about $122,000 at the current price.

While the $500K and $1M targets demand higher capital compared to the $100K goal, the return on investment remains consistent across all levels—an 8x return if SHIB hits the $0.0001 mark.

Is $0.0001 a Realistic Target for SHIB?

Now the question is: Can Shiba Inu reach $0.0001, and how long might it take?

While Shiba Inu has a history of dramatic price surges, its current multi-billion-dollar market cap and massive circulating supply present challenges not seen in its early days.

As of today, SHIB has a market cap of $7.188 billion and a circulating supply of 589.5 trillion tokens. For $0.0001, SHIB’s market cap would rise to approximately $60 billion.

Since this value remains within the billion-dollar range (and not a trillion-dollar range), many analysts consider $0.0001 a realistic and achievable target, whether during this cycle or within the next few years.

Timeline for SHIB to Hit $0.0001

Back in 2024, when SHIB experienced a 5x surge in just two weeks, some bullish analysts predicted that a $100 billion market cap was possible within that season. The speed and scale of that rally led many to entertain the possibility of such a valuation.

However, following a period of underperformance, enthusiasm for this aggressive outlook has cooled.

Meanwhile, prediction platforms like Telegaon suggest that SHIB could reach $0.0001 by 2027, just two years from now. Interestingly, analysts at Changelly also support a similar timeline.

Cantor Fitzgerald Eyes MicroStrategy-Style Bitcoin Bet With $3B Initiative

0

Brandon Lutnick, chair of Cantor Fitzgerald, is spearheading a major initiative to acquire and manage Bitcoin, replicating Strategy’s move.

Lutnick, also son of the US Commerce Secretary Howard Lutnick, is working alongside SoftBank, Tether, and Bitfinex to create a multibillion-dollar vehicle designed to replicate the success of companies like MicroStrategy. According to a report by the Financial Times, the effort aims to manage up to $3 billion in Bitcoin assets.

Notably, companies like MicroStrategy have shown that large-scale Bitcoin holdings can drive value. Recently, MicroStrategy added 6,556 BTC to its balance sheet, bringing its total to more than 538,000 BTC.

This latest acquisition was through the sale of 1.76 million shares of Class A common stock and over 91,000 preferred shares between April 14 and April 20.

Other firms, such as Tether, have also been increasing their Bitcoin investments. Tether pulled 8,888 BTC from Bitfinex, its affiliated crypto exchange.

Cantor Equity Partners Takes Shape

In January, Cantor Equity Partners raised $200 million to launch 21 Capital, a firm set to receive $3 billion in Bitcoin from major crypto players. Tether will contribute $1.5 billion in digital currency, with SoftBank and Bitfinex adding $900 million and $600 million, respectively.

These funds will be managed through 21 Capital, a new entity intended to generate value by leveraging the rising popularity of cryptocurrencies. Notably, Tether and Bitfinex share ownership and leadership under the same parent company, making their involvement a strategic alignment.

Convertible Bonds and Equity to Raise Funds

To further finance the acquisition, the vehicle plans to raise additional capital. It will issue a $350 million convertible bond and a separate $200 million private placement. These efforts will support the purchase of more Bitcoin, expanding the investment base of 21 Capital.

Eventually, SoftBank, Tether, and Bitfinex will convert their Bitcoin holdings into shares of 21 Capital, with a valuation of $85,000 per Bitcoin. Per the Financial Times, the deal is expected to be finalized in the coming weeks, though some sources caution that the details could still change.

Dogecoin Breaks $0.18 With 12% Surge: Is $0.20 Next?

Dogecoin has crossed the $0.18 mark with strong bullish momentum. Analysts are eyeing a target of $0.2, while derivatives data shows growing interest.

With Bitcoin gaining momentum, meme coins are leading the recovery rally. Over the past 24 hours, the meme coin sector has surged by 12%, reaching a total market capitalization of $54.14 billion.

The largest meme coin by market cap, Dogecoin, now holds a valuation of $27.27 billion. Currently, DOGE is trading at $0.1830, having surged nearly 12% in the last 24 hours. Will this sudden recovery push DOGE beyond the psychological $0.20 level?

Dogecoin Price Analysis

In the 4-hour price chart, the Dogecoin price action surpasses the short-term resistance trend line as predicted in our previous analysis. The short-term recovery run, creating a streak of bullish candles, is challenging the 78.60% Fibonacci level at $0.1858.

Dogecoin price has surpassed the 200 EMA line. Furthermore, it has influenced a positive crossover in the 50 and 100 EMA lines. This marks a trend reversal in the short term, increasing the upside chances.

Additionally, the daily RSI line has entered the overbought region, signaling strong bullish momentum. However, the short-term struggle to exceed the 78.60% Fibonacci level warns of a minor retest.

The current DOGE price action hints at an evening star pattern to retest the 61.80% Fibonacci level at $0.1727. However, as the broader market recovers, a post-retest turnaround in Dogecoin will likely prolong the uptrend to the $0.20 psychological level.

Analyst Targets $0.195 With Triangle Breakout

Crypto analyst Ali Martinez supports the bullish case by highlighting a breakout rally in Dogecoin. According to him, DOGE has broken out of an ascending triangle pattern, with the neckline at $0.1680.

Based on Fibonacci projections, Martinez forecasts an upside potential to $0.1950. However, a minor pullback retesting the breakout zone remains possible.

Derivatives Market Expects Continued Uptrend in Dogecoin

Over the last 24 hours, Dogecoin’s strong recovery has driven increased activity in the derivatives market. According to Coinglass, DOGE’s open interest has jumped nearly 13%, reaching $1.93 billion.

Additionally, the funding rate has climbed to 0.0097%, reflecting heightened bullish sentiment. In the same period, short liquidations totaled $10.64 million, further fueling the rally.

As a result, the derivatives market appears to be anticipating a continued bullish move in Dogecoin prices.

XRP Price Climbs Despite Major Breach in XRP Ledger’s Official JavaScript Library

0

Today, XRP maintained its uptrend despite a significant security breach involving one of XRP Ledger’s JavaScript libraries.

Blockchain security firm Aikido identified the hack, revealing that a sophisticated attack had compromised the XRPL package on NPM. While it appeared official, it was in fact compromised and not reflected in GitHub’s official release history. This security flaw exposed users to confirmed theft of private keys and compromised wallets.

The official XRP Ledger foundation account on X confirmed the development.

XRP Price Remains Resilient

Despite the serious security incident, XRP’s price has shown resilience. As of today, XRP is trading at $2.27, reflecting a notable 8.14% increase in the last 24 hours and a 9.66% rise over the past seven days.

Before today, XRP consolidated around the $2.00 to $2.14 range for the previous weeks. This surge in price suggests that market participants have not been significantly deterred by the security breach. Notably, the XRP uptrend aligns with the broader market recovery led by Bitcoin.

Security Breach in NPM Package

For context, Aikido researchers found that the malicious actors had inserted a backdoor into versions 4.2.1 to 4.2.4 and 2.14.2 of the XRPL NPM package. These versions, widely used across numerous applications and websites, made the package a potential target for a massive supply chain attack.

The backdoor allowed attackers to capture private keys from cryptocurrency wallets. Aikido confirmed that attackers were able to steal the keys and send them to a designated external domain, 0x9c.xyz.

The vulnerability was traced to a compromised NPM account with publish access to the official XRP Ledger package, associated with the username ‘mukulljangid’.

This compromise allowed the backdoor into the package, putting thousands of crypto users at risk.

Immediate Action and Recommendations

Following the discovery of the attack, Aikido issued urgent recommendations for users. They advised immediate cessation of use for versions 4.2.1 to 4.2.4 and 2.14.2 and suggested rotating private keys and seed phrases to prevent any ongoing theft.

Researchers also recommended scanning network logs for connections to the malicious domain, 0x9c.xyz, as a precaution. Furthermore, Aikido emphasized the need to upgrade to the newly patched versions: 4.2.5 and 2.14.3, to ensure continued security and minimize further risks.

Ripple’s foundation quickly responded, confirming that the compromised packages had been removed. Key projects, including XRPScan, Gen3 Games, and First Ledger, were not affected by the breach, offering some reassurance to the XRP community.

XRP Won’t Rise on Hype Alone—It Needs These 5 Core Pillars to Align: Expert

0

“All Things XRP,” a widely followed XRP community pundit, has shared insights into what could cause the price of XRP to soar.

Rather than relying on mere speculation and hype, the pundit believes that XRP’s long-term success hinges on five key pillars. If these factors align, XRP could potentially experience substantial growth.

Adoption: Ripple’s ODL Powers Real-World Use

According to the commentator, the first pillar is adoption. Ripple Payments (formerly On-Demand Liquidity) is already facilitating cross-border transactions for numerous financial institutions around the globe.

The pundit believes that as more banks integrate Ripple’s technology, XRP’s real-world utility will continue to grow. With increasing global adoption, demand for XRP as a liquidity tool could expand, providing a solid foundation for long-term value.

Regulatory Clarity: U.S. Green Light Would Spark Investor Confidence

The second pillar revolves around regulatory clarity, particularly in the United States. A clear regulatory framework from U.S. authorities would likely boost investor confidence in XRP.

Notably, the legal uncertainty surrounding Ripple has long been a roadblock for institutional investors. Although XRP secured some regulatory clarity from a federal court two years ago, pundits believe the Ripple persistent lawsuit continues to hinder its price performance.

However, the situation is shifting favorably, with Ripple’s legal battle against the SEC nearing resolution through ongoing settlement talks.

Additionally, the Trump administration is making efforts to establish clear operational rules for U.S.-based crypto businesses. These factors could further reassure the market and trigger a surge in institutional and retail investment.

Tech Innovation: Upgrades to the XRP Ledger Drive Utility

Another important factor is technological innovation. Ripple and the broader developer community continue to enhance the XRP Ledger with upgrades that improve scalability, speed, and security.

Recent milestones include the introduction of the RLUSD stablecoin, automated market maker (AMM) functionality, and ongoing efforts to implement staking. These improvements aim to make XRP more efficient and bolster its utility across various sectors, including finance and beyond.

Market Sentiment: Bitcoin’s Influence on XRP’s Price Movement

All Things XRP also highlighted market sentiment and how Bitcoin often dictates XRP’s price movement.

Historically, XRP has risen when Bitcoin rallies. Like other crypto assets, favorable BTC price movements inject optimism into the broader market, benefiting other promising tokens like XRP.

While BTC’s influence on XRP remains a key factor, some hope XRP will eventually decouple from Bitcoin.

Supply Pressure: Scarcity as a Bullish Factor

Finally, the commentator emphasized the role of supply dynamics in XRP’s price movement. Notably, XRP creators strategically managed XRP’s supply to create scarcity and prevent market flooding.

Of XRP’s total 100 billion-token supply, only around 58 billion tokens are readily available for trading. While Ripple releases new tokens monthly, most of the 1 billion XRP unlocks return to escrow.

Moreover, each transaction on the XRPL burns a small amount of XRP. While the burn volume is negligible compared to the total supply, proponents often cite this deflationary mechanism as a bullish factor.

They believe reduced market availability will increase scarcity, which could drive up demand and price.

All Things XRP concludes that while hype may fuel short-term excitement, XRP’s long-term success will depend on these five core pillars.

Shiba Inu Ecosystem Watchdog Issues Critical Warning About These New Tokens

0

Susbarium has issued a critical warning about new tokens teased as being affiliated with the official Shiba Inu ecosystem.

In a tweet on April 22, the community-driven scam token watchdog for the official Shiba Inu ecosystem warned about what it saw as a misleading advertisement. Susbarium highlighted new tokens it says were wrongly presented as affiliated with the network and cautioned against engaging with them based on the claims.

New Base Tokens Not Affiliated With Shiba Inu

The Shiba Inu securities outfit flagged new tokens native to the Ethereum layer 2 network, Base. It stressed that the deployer of the coins has been ostracized from the Shiba Inu ecosystem team, arguing that they neither have ties with Shib.io nor the official Shiba Inu ecosystem.

Source Susbarium

Interestingly, the promoter of the token is none other than Ragnar Shib, a prominent figure in the Shiba Inu community. Ragnar is an administrator in the Shiba Inu ecosystem Telegram group and has been an active voice in the SHIB community.

Yesterday, he launched several tokens, including the “Shiba is Shiba” on Zora, a social platform that allows users to create and deploy tokens on Coinbase’s Base network. Other deployed tokens include the “Happy Earth Day!” and “Woof!!!”

Meanwhile, Susbarium has clarified that although they came from a prominent member of the Shiba Inu ecosystem, the tokens have no affiliation with the network. The platform further urged the community to verify sources and avoid misleading claims.

Ragnar Reacts

The callout spurred a fracas in the Shiba Inu community, with Raganar criticizing Susbarium’s tweet. In an X post, the staunch enthusiast warned against the ecosystem’s watchdog, branding their activities misleading and self-serving. He claimed that Susbarium calls every project with which it has no affiliation a scam and urged caution while dealing with the platform.

Furthermore, Ragnar highlighted that he never mentioned he was part of the Shiba Inu team, as the post claims. Moreover, he insisted that Susbarium’s efforts aimed to centralize the ecosystem and “seize control” of the SHIB and its official group.

Meanwhile, other reactions noted that Ragnar’s activity in the ecosystem has in no way been depicted as shady, but this remains under discussion. Recall that he denounced involvement with some NFT projects coined with his name in 2023, urging the community to be on guard against scam tokens.

Dogecoin Holds Higher Lows, Setting Up for a Potential 279%+ Rally Toward $1.25

0

Javon Marks confirms a bullish Dogecoin structure, suggesting that the strength from the latest pullback could shift the previous target to aim higher.

Trading at $0.1832, Dogecoin recently experienced a notable 11.6% surge within 24 hours. This follows a period of accumulation in the $0.14-$0.16 range, hinting at a shift in market sentiment.

Amid the recent pullback, analyst Javon Marks has pointed to a consistent pattern of higher lows (HL) and higher highs (HH) in DOGE’s price action.

Formation of Higher Lows and Higher Highs

Marks’ multi-year chart spanning from mid-2020 to 2025 identifies these key patterns as bullish signals. The formation of higher lows, where the price finds support at progressively higher levels, suggests a strengthening uptrend.

Notably, in mid-2023, DOGE began forming higher lows around the $0.04 level, indicating potential stabilization after a massive downtrend. By mid-2024, following a breakout, the asset established another higher low around $0.07. This was a clear indication that DOGE was shifting to an upward trajectory, with each successive low being higher than the previous one.

The most recent formation occurred in 2025, when DOGE found support above $0.14 after falling from highs around $0.46. This continued pattern of higher lows strengthens the case for a bullish outlook, with Marks predicting significant price increases. According to Marks, after a prior 500% increase, a further price surge could see DOGE targeting $0.6533.

Additionally, with strength from the latest pullback amid the recent market-wide downturn, Dogecoin could break that target, bringing prices near $1.25. Notably, Dogecoin would need to surge 583.33% to reach $1.25 from $0.183.

Symmetrical Triangle Signals Possible Breakout

Meanwhile, a separate analyst, Ehsan Zeydabadi, has highlighted a symmetrical triangle pattern forming on the 4-hour chart for DOGE. This pattern often indicates a period of consolidation, with price action moving between converging trendlines. Zeydabadi suggests that a breakout is likely as DOGE approaches the apex of the triangle.

At the time of Zeydabadi’s analysis, DOGE was trading around $0.15785 and had tested both the upper resistance and lower support of the triangle multiple times. The price was rejected at the $0.166 resistance level on several occasions—April 2, April 14, and April 21.

If DOGE manages to break above this key resistance level, it could rally to around $0.17830, with a potential target of $0.19401 in the near term. However, failure to hold support could see the price drop toward levels like $0.14632 or $0.13850, with further downside risks.

Further Dogecoin Predictions

Dogecoin’s technical patterns have further sparked differing opinions among analysts. ZAYK Charts recently pointed out a breakout from a falling wedge pattern, which could lead to a price surge to nearly $0.28.

In contrast, Ali Martinez shared concerns about potential downside risks, suggesting that if DOGE fails to maintain support above $0.17, it could drop by as much as 65%, reaching lows of $0.06.
